Re #1 and #2. Probably the simplest way to run directly from the exe file (program file) is to type chrome.exe in search (magnifying glass icon to the right of Windows icon tin the taskbar - bar at bottom). Include the dot between chrome and exe. When it shows up, just single left click what it has found and see if Chrome starts from there.
